WRCU Recommendations for State Road 135 Improvement Project – Johnson
    County

    With the primary consideration for public safety and overall capacity improvement, the
    following concerns and recommendations are proposed for this Indiana Department of
    Transportation project:

    1. The intersection of SR135 and Stones Crossing Road design is significantly under
    capacity

    Current projections are for a service level of C – this appears to be a very low projected
    performance level given the rapid growth and development in this area
    This projection does not take into account the City of Greenwood’s plans for a major east-
    west corridor extending Stones Crossing Road to I-65, which will increase the traffic level in
    this area
    The number of driveways and curb-cuts in the influence zone of the intersection decrease
    the throughput capacity and are a major traffic safety issue
    Several residential driveways along Stones Crossing Road need redesign consideration,
    and the curb-cuts for the gas station / convenience store located on the south-west corner
    of this intersection need to be relocated out of the influence zone

    2. Consideration should be given to aligning Golfview Drive and Demaree Road and the
    installation of a traffic signal

    Without this realignment and possible traffic signal at this location, it will be virtually
    impossible for residents of the El Dorado make northbound turns in the morning and
    southbound turns in the evening during the rush-hour periods
    As commercial development continues along the east side of SR135 and south of
    Demaree Road, this redesign along with a signalized intersection will provide safer and
    more efficient access to and from SR135.

    3. Residential properties should be acquired by INDOT where the resulting situation is a
    significant risk to the safety of the residents

    The majority of the duplexes and homes along SR135 between Olive Branch Road and
    Santa Maria Drive should be either purchased or the access should be redesigned for
    safety considerations
    The residual of these purchased properties could then be bundled and a commercially
    viable development could be constructed with limited / properly designed access

    4. Where other means of vehicular access is available, turning lane restrictions should be
    implemented for commercial developments to permit only right-in and right-out turns along
    SR135, and raised medians should be installed in the center double-left turn lane to
    minimize the number of traffic conflict points and minimize the type of traffic / safety /
    accident rate situation that currently exists along SR135 north of Smith Valley Road
