State Road 135 Safety Improvement

    PROPOSED ACTION PLAN

    1) Integrate a SR 135 improvement plan with the INDOT Access Management
    program.
    a) Establish a project model for other areas within the state where local
    government agencies work with INDOT to solve congestion and safety problems.
    b) Apply Access Management principles to:
    ” Improve highway capacity
    ” Improve highway safety
    ” Improve consumer business access convenience

    2) Form an INDOT, Johnson County, City of Greenwood action team.
    a) Establish funding
    b) Determine scope
    c) Determine necessary resources. It is suggested that Urbitran be given
    consideration for a Concept Study and that it be done in conjunction with
    current INDOT/Urbitran Access Management project.
    d) Mayor Henderson to lead a State Road 135 business leader task force which
    will be given periodic updates by the action team.
    e) WRCU remains willing to participate.

    3) Implementation.
    a) Concept Study—define road configuration, curb cut closings, left and right
    turn lanes, access road traffic patterns, compliance with city and county
    Comprehensive Plans, compliance with INDOT Access Management project, etc.
    b) Construction—in project sequential order as defined by the concept study.
    c) Press releases to general public at principle milestones of the project.

    4) Benefits and Concerns.
    a) Evaluate the project model and its results.
    b) Define improvements that will benefit future state projects.
